The Oklahoma County Board of County Commissioners voted to authorize staff to enter contract negotiations with Cree Oaks Health Services to operate a proposed behavioral care center after a unanimous recommendation from an evaluation committee.
County staff reported that Request for Proposals P26120-11 was distributed to registered vendors and online platforms; three proposals were received (Cope Inc, Cree Oaks Health Services, and First Class Health Care). The board established an evaluation committee on Oct. 8, interviews were conducted on 12/07/2025, and committee members scored the firms.
"Cree Oaks Health Services received unanimous support from all five evaluation committee members," the staff report said, noting the firm's proposal included direct engagement with a model facility, in-depth research on anticipated benefits, and proactive identification of localized implementation challenges. The committee concluded Cree Oaks presented the highest likelihood of successful implementation based on proven capacity and subject-matter expertise.
A commissioner moved to accept the committee recommendation and to authorize contract negotiations with the recommended firm; the motion passed unanimously.
Staff noted that several programmatic and operational details remain under development and that contract terms will be worked out during negotiations and brought back to the board as required.
