The council adopted Ordinance 12‑13 on Nov. 19, adding a Regional Housing Needs Allocation (RHNA) overlay district to Title 9, Chapter 3 of the Los Banos Municipal Code to implement the city’s 2024–2032 housing element.
Community Economic Development Director Susa Elms told the council the ordinance had been introduced and the public hearing held on Nov. 5; staff recommended waiving the second reading and completing adoption that night. "No changes have been made to the ordinance since its introduction back on November 5," Elms said.
Council members moved to waive the second reading and then adopted Ordinance 12‑13 by roll call; the vote was recorded as unanimous among members present. The ordinance formalizes the RHNA overlay zoning tool staff will use to site and regulate housing consistent with the adopted housing element.
Staff did not present funding details tied to the overlay at the adoption hearing; implementation steps and related zoning procedures will be handled through subsequent staff reports and permit processes.
