Two Rivers keeps city-run concession operations and approves expanded menu and beer sales

After discussing operational models, the Two Rivers City Council voted Dec. 1 to retain city-run operations for the Neshoto Beach concession stand and to expand offerings, including controlled beer sales.

Staff presented three options: (1) status-quo city-run operations with proceeds dedicated to special events, (2) lease to a private operator, and (3) city-run operations with an expanded menu plus beer sales and a revenue split between the special-events fund and general fund. Staff noted the insurance environment had changed and the city—s current insurance carrier allows beer sales without additional separate coverage; if beer is sold at concerts or events, groups such as Rotary have managed similar sales under appropriate permits.

Council approved option 3 — retain city operations with expanded menu and beer sales — with council direction to staff to define a designated drinking area, ensure appropriate bartender/licensing rules are followed, and return details on operations and compliance. Supporters said the approach could generate additional revenue to support events; some members cautioned that revenues used for special events previously had helped balance the general fund and that shifting revenue must consider the city—s projected shortfall in future years.

The motion carried by roll call; staff will prepare an operational plan and training for staff, designate an approved alcohol-sales area, and return periodic updates to council.
