West Haven council approves application for up to $4.33 million in state CIF funds for Campbell Avenue downtown improvements

The City Council authorized the mayor to apply for up to $4,328,823 from the State of Connecticut's Community Investment Fund (CIF 2030) to support downtown Campbell Avenue streetscaping, traffic calming, pedestrian-safety upgrades and small-business façade improvements.
Mayor Dorinda Borer said the application follows a planning grant and a consultant-led public-engagement process with Colliers (consultant) and that staff used public input from neighborhood meetings, concerts, the university and the VA in developing a downtown plan. "Now that we have that road map, we're applying to the Community Investment Fund for the funding to do a lot of that," Borer said, noting the city assembled a price tag and will use the plan to prioritize projects.
Borer highlighted persistent issues on a key block (the 'Johnny's Block' / private owner property) where the city cannot compel a sale but can perform adjacent improvements. She described the CIF program as a competitive statewide program with many applicants and said the CIF board meets in March to review applications; funding decisions also require GOA/governor review.
The council voted in favor of the resolution authorizing the mayor to apply and to execute related documents; committee and council reports reflect unanimous support in committee and on the council floor.
