Cleveland introduces GovWell portal, names new code-enforcement officer

Emilio Lovaro, director of Community and Economic Development, gave a code-enforcement update Dec. 9 and introduced the city’s new code enforcement officer, Nabilah Languela. Lovaro demonstrated a new complaints-and-cases portal (GovWell) that will allow residents to submit complaints, attach photos, view case status and search public records online.
Lovaro said the portal will be accessible from the city website under Government → Departments → Community Development and that anonymous submissions will continue to be supported to preserve user preferences. He also noted a limitation caused by appraisal-district/GIS data: not all complaints will appear automatically on the map until address/GIS issues are resolved, so some cases will appear only in list form with parcel references.
Lovaro said the portal produces a case number and a public-records view of active and closed cases and that staff will begin including weekly case snapshots in staff reports. New officer Nabilah Languela introduced herself and summarized prior code-enforcement experience in Houston over 11 years.
Council thanked staff and welcomed the new officer. No formal action was required; staff will proceed with web rollout and data-visualization work to improve GIS addressing.
