District transportation leaders told the school board that loading and unloading students is the most dangerous part of their work and described steps to reduce risk, including driver training, student drills and equipment pilots.
Kisha Cullum, a driver trainer, described standard defensive measures and their limits: "The only defense that we have is our ambers to slow," she said, adding that drivers regularly have their red lights run and that sampling in the district had shown several buses had violations on a single sample day.
Cullum recounted a 2018 incident in which a stopped bus was struck at high speed while students were outside the bus, and credited driver training with preventing fatalities that day. The board heard that state law has increased fines for passing a stopped school bus (up to $1,000 first offense, $2,000 second, higher amounts and possible jail on a third offense), but enforcement can be technically challenging if video evidence is unclear.
Jason Jensen, a district mechanic, presented a stop‑arm extension the district fabricates with the high school welding program. He described earlier commercially purchased units (about $450 each) that suffered wind damage and bending; the locally built solid piece costs about $100 to produce and integrates lighting. The prototype is intended to increase the visibility of the stop arm and reduce violations. The board discussed piloting the units across routes and possibly mounting extensions to the rear stop arm as well.
District staff also described other safety steps: video-equipped stop‑arm cameras to capture license plates, coordination with law enforcement to ticket offenders at hotspots, and student safety drills (12‑foot danger zone, emergency evacuations). The board supported a community outreach campaign and noted construction zones along Highway 89 create particular hot spots for violations.
Next steps: staff plan to expand pilots of the stop‑arm extension, share the design with other districts, and coordinate outreach with communications staff.
