Weber County approves several interlocal agreements with newly formed Ogden Valley City, holds others for more work

Weber County commissioners on Dec. 16 approved a set of interlocal agreements to provide transitionary services to the newly incorporated Ogden Valley City while holding several items for additional work.
Chris Crockett, county staff, told the commission the agreements are intended to establish short-term service arrangements for special events permitting, law enforcement, business licensing, roads division and engineering. Crockett said the agreements are flexible and meant to enable the new city to transition services to its own control over time.
The commission voted to approve the special-events permitting interlocal and a law-enforcement interlocal that aligns the city with the county—s existing schedule and rates for contract policing. Commissioners also approved a business-licensing interlocal (with permitting and inspection items held for later review), roads division services and an engineering services agreement that anticipates transfer of public infrastructure that will move to the city by operation of law.
Mayor Janet Wampler of Ogden Valley thanked county staff and commissioners for their work in negotiating the agreements and said the new city looks forward to a —successful and wonderful partnership— with the county.
The commission also adopted Resolution 63-2025 to satisfy a statutory requirement that certain interlocal agreements be accompanied by a resolution. The resolution covers the interlocal agreements the commission approved in the meeting; it excludes the items the commission explicitly held for further review.
Commissioners emphasized the compressed timetable set by state incorporation law and the work—intensive nature of preparing the interlocals. Staff said some items were intentionally held to gather additional numbers and finalize terms, including animal services and building inspection/permit details.
Next steps: the agreements may be executed now under statutory flexibility, and the new Ogden Valley City leadership will still need to formally ratify or adopt the agreements after it convenes its city government.
