On LED retrofits (agreement 5.1), district and city staff described an on-bill financing model with United Illuminating under which the utility integrates a loan repayment into the school district’s electricity bill. Hannah Zochu Reyes, city sustainability policy analyst and engagement coordinator, said the loan would be repaid through the electricity bill and “after the projects are paid off ... all the benefits of the energy savings would stay with the school.” She added staff expects…
