- Library expansion invoice: Approved payment of invoice #3 for the library expansion project, $21,213.50, leaving a remaining contract balance listed in the packet as $91,553.
- Operation Lone Star radios: Approved purchase of 17 Motorola radios totaling $96,995.48; staff said the purchase will be fully reimbursed by the Operation Lone Star grant.
- Water-loss study (TWDB project 10465): Approved the study and confirmed the city reviewed findings and recommendations so the Texas Water Development Board may provide reimbursement (100%).
- Downtown rehabilitation (CDBG contract CDM242074) revisions: Approved contract revisions to address missing electrical and ADA-compliance work identified during grant administrator review; staff and contractor explained the adjustments.
- Property acquisition authorization: Authorized the city manager to negotiate purchase of a 0.47-acre parcel needed for a lift station tied to a wastewater treatment expansion (TWDB project 73874); staff said the appraisal came in at $47,000 and the negotiated price was $17,500.
- RFP for workers’ compensation insurance: Authorized staff to issue an RFP to explore potential savings; staff said prior procurement of health insurance saved the city significant dollars and one vendor indicated possible savings on workers’ comp.
- A planning variance for Rancho Alto Vista Phase 2 (corner setback reduced from 10 feet to 0 feet) was approved after staff confirmed there were no safety issues and Planning & Zoning had recommended approval.
Several items were moved to executive session (including an item to appoint a city secretary) and no action was taken on that item at reconvening. Most motions were passed by voice or hand vote; a recorded roll-call vote was used for the vehicle financing resolution.
What happens next: Several approved actions have implementation steps assigned to staff (procurement, construction payments, grant reimbursement paperwork and property negotiation). The city will proceed with reimbursements and contract administration as described at the meeting.
