College Place council adopts FY2026 budget ordinance 25-015

The College Place City Council on Dec. 9 adopted ordinance 25-015, approving the city’s fiscal year 2026 budget.
Finance staff Brian Carlton presented the final budget and summarized changes since the previous draft: moving some vehicle purchases and sidewalk project construction into 2027, adding a $5,072,000 fire paging system to the capital facilities plan, and recognizing a $188,000 increase in revenue after reconciling interfund transfers. Carlton said the budget anticipates a $7.6 million drawdown of fund balances, primarily for capital projects funded by TIF bond proceeds and other grants.
Carlton displayed tables of opening fund balances and projections, including an opening fund balance of roughly $20.3 million and an ending fund balance projection of about $12.7 million after the planned drawdown. He noted the city remains well within constitutional debt limits and plans to update utility rate models to ensure long-term funding for loans and projects. Council member Peterson and others raised questions about long-term revenue streams to repay low-interest loans; staff said development on the city’s west side is a key driver for future revenues.
The council moved to adopt the ordinance; the motion passed by voice vote. Council members thanked staff for the work on a complex budget and ongoing audit duties.
