Apopka approves utility rate and impact‑fee changes, pulls meter‑tampering fine after public concern

APOPKA, Fla. — The Apopka City Council on Nov. 19 approved a package of utility rate and impact‑fee changes and held two impact‑fee ordinances at first reading, but removed a proposed meter‑tampering fine after public objections and additional commissioner requests for clearer language.

At first reading, the council accepted Ordinance 31‑45, updating fire, EMS and police impact fees, and Ordinance 31‑46, updating parks and recreation impact fees; both were scheduled for second readings as required. Council also approved Resolution 2025‑44 to incorporate updated water, wastewater and reclaimed‑water rates and a revised tap‑fee schedule into city rate schedules.
