Commission approves 272-unit multifamily project at East Avenue Q and 25th Street East

The Planning Commission approved a site plan review and related density-bonus request for a 272-unit multifamily development at the northwest corner of East Avenue Q and 25th Street East. Associate Planner Ivan Galizi presented the project, which would consolidate two parcels, propose 13 three-story buildings, and include recreational amenity buildings, a pool and outdoor gathering spaces.

Galizi said the site is in the Mixed Use 3 general plan designation and noted the proposed 272 units are well under the zone's maximum of 490 units for the lot size; the applicant requests waivers and concessions necessary to use the density bonus and to facilitate affordable housing. The staff report included a memo with requested changes to draft conditions (e.g., bollards and meeting requirements) and staff recommended adoption of Resolution PC2025-015 as amended.

There were no public speakers. Commissioners confirmed the motion would be 'as amended'; after the motion and second the commission voted unanimously to approve the item as amended. Staff and the applicant team said they will implement the amended conditions and proceed with the next steps in the entitlement process.
