The Bonita City Council on Dec. 16 approved a set of personnel- and contract-related items, including a police collective bargaining agreement, a drug- and alcohol-testing contract and a budget transfer to fund an earlier procurement.

Council approved the Fraternal Order of Police (FOP) Lodge No. 110 fiscal year 2025–26 agreement after staff said the changes were limited and reflected tighter budgets, insurance and workers’ compensation costs. City staff described wording changes and modest updates to incentives tied to training and certifications. The motion to approve (mover: Young; second: Lucas) carried without opposition.

The council also approved a service agreement with the Local Government Testing Consortium (LGTC) to provide random quarterly drug testing and related services. Staff noted the contract year will change from a calendar alignment to a July–June fiscal-year alignment and that the city will pay a flat fee for specialty testing it does not currently use. The motion to approve passed unanimously.

Separately, the council authorized a budget transfer of $32,000 from general government building property/support to a Pellevan line item to fund a previously negotiated Pellevan contract. Wofford moved to transfer the funds and Bridal Prince seconded; the motion passed.

What happens next: city staff will implement the FOP agreement provisions, execute the LGTC contract on the new fiscal-year schedule and move $32,000 in the budget so the Pellevan contract can be funded. The council did not specify detailed dollar impacts beyond the transfer amount.
