Commission approves 264-unit multifamily project with density bonus on 15th Street East

The Palmdale Planning Commission approved a site plan review and density-bonus agreement allowing a 264-unit multifamily development on roughly 9.95 acres on the west side of 15th Street East. Associate Planner Ivan Galizi presented the project, which includes 11 three-story buildings and on-site amenities such as two recreational buildings, a pool, courts, playground, community rooms and a tenant garden.
Galizi said the project site is designated Residential Neighborhood 3 in the general plan and that 298 units would be allowed at the zone's maximum density, but the applicant is proposing 264 units and is requesting a density bonus to facilitate affordable units. Staff recommended adoption of Resolution PC2025-023 and a finding that the project is exempt from environmental review.
There were no public speakers. Commissioners asked whether the three-story buildings would include elevators; the applicant said the buildings "will not have an elevator" and will be stair-access only. A traffic study was submitted and reviewed by Public Works and was deemed sufficient with conditions in the staff report. The commission moved, seconded and voted to approve the project (motion recorded as passing unanimously).
