The Redwood Coast Transit Authority board unanimously adopted Resolution 2025‑26‑04 on the agency’s 2025 Short Range Transit Plan (SRTP).

Staff told the board the plan, which the board reviewed in prior meetings, incorporates changes made after Caltrans reviewed the draft. Staff reported insertion of fiscal‑year 2024–25 data and several minor corrections and said an unusual on‑time performance result in September 2023 was treated as an anomaly after staff supplied AVL/OTP (automatic‑vehicle‑location / on‑time performance) reports.

The SRTP lays out contingency scenarios for both service reductions and potential expansions depending on funding. Staff also included an analysis of whether the current medical shuttle could evolve, with future funding, into a fixed route to Medford so the project would be eligible for competitive grants if money became available.

A board member moved to adopt the resolution; the motion was seconded and a roll call vote recorded unanimous approval from Directors Short, Altman and Borges and Chairman Wright.

The plan does not commit the agency to immediate service changes but gives staff direction and planning certainty should new funding appear or if cuts become necessary. Staff said the biggest uncertainty remains overall financial outlook; the SRTP documents options the agency could take under better or worse fiscal conditions.

The board took no additional action beyond adoption; staff will proceed with SRTP implementation steps identified in the staff report.
