The Tax Increment Reinvestment Zone No. 4 board unanimously approved the zone's FY2025 annual report on Dec. 15 and will forward the report to the Sugar Land City Council and the Texas comptroller, board members said.
Colby Millenbrook, business recruitment manager for the City of Sugar Land, summarized the zone's FY2025 finances and recommended board approval. He said the zone received approximately $1,900,000 in total revenue during the fiscal year, comprising about $557,000 from the city's incremental taxes, $483,000 from the county, $327,000 from MUD 138 and $86,000 from MUD 139; the zone also recorded roughly $452,000 in interest income. FY2025 expenditures were listed at about $16,000, all under administrative services. "Staff recommends the board approval approve the recommendation to city council for the TIRS 4 fiscal year 20 25 annual report," Colby said.
Colby also provided appraised-value figures the board uses to calculate captured value: the city's appraised value for the zone was $366,000,000, and the county's appraised value was $360,000,000. Using the zone's $21,500,000 base value, Colby said the total captured value for the city portion was roughly $344,500,000; he provided captured-value figures for participating MUDs and the county and drainage district, and noted the tax-increment total for FY2025 was just over $1,500,000 and that since its creation the zone has received more than $10.6 million in tax increment.
Board member (identified in the transcript as 'Britney') moved to approve the annual report and a second was recorded; the motion passed unanimously. Upon approval by the city council, the report will be sent to the state comptroller and the taxing entities listed in the report, Colby said.
The annual report will include the zone's values, revenues and expenditures as required by Chapter 311 of the Texas Tax Code, Colby added.
