Staff said they intend to open an application window in December and January to determine demand, then present recommended admission criteria and staffing implications to the board in a December workshop and by February for final operational decisions.
Supporters framed transfers as a practical revenue option—districts receive the full state basic allotment per accepted student—and as a way to use existing facility capacity without degrading class‑size targets. Opponents and some trustees called for clearer upfront parameters, cautioned that revenue projections are uncertain without application counts, and flagged procedural concerns about the DOI amendment process used to permit mid‑year revocations.
The board approved the enabling policy motion (5–2). Trustees directed administration to develop specific admission metrics (staff suggested candidates: minimum grades around mid‑80s, attendance thresholds and limitation on disciplinary referrals) and to bring those metrics and revocation standards back to the board in a workshop before implementing the transfer window. The related DOI amendment (allowing revocation during the year for cause) passed separately with one trustee voting against and one abstention recorded.
