The College Station Independent School District board voted unanimously on Nov. 18 to pursue a construction manager‑at‑risk (CMAR) delivery method for a new central office building the district plans to build on land off Sylvester Road.
District facilities staff said the 2023 voter‑approved bond included a central office, and after evaluating renovation of existing buildings they determined new construction on district property would better meet current needs and future growth. The district’s project team estimated an initial construction budget of $25,400,000 and said a CMAR approach would allow designers and a contractor to work together throughout design to provide ongoing budget updates and reduce the risk of late, costly change orders. Staff said they would release an RFQ immediately if the board approved CMAR and expect to return with a contract recommendation in January, with a hoped ground‑breaking in mid‑2026 and an 18‑month construction period.
Trustees asked about the building’s programming; staff described a multiuse boardroom, multiple conference rooms, and large meeting spaces intended to serve district staff and community events. The plan also calls for renovation of the existing administration front area to house displaced programs, with some departments (Head Start, Kids Club, Child Nutrition) remaining in place and DAEP moved to a renovated space in time for the 2028–29 school year.
In discussion trustees raised site concerns tied to an older city thoroughfare plan that bisected the parcel; staff said they are negotiating with the City of College Station about updating the thoroughfare plan so the district will not be required to immediately construct that roadway. The board motion to adopt CMAR was moved by Trustee Simmons, seconded by Trustee Ige, and approved 7–0.
The board’s action authorizes staff to solicit CMAR proposals and return with a recommended construction manager and contract for final board approval.
