Wagoner council approves minutes, claims, contracts, budget amendments and a $12,500 property settlement

The City of Wagoner council met Dec. 1 and approved a number of routine and business items, including minutes from Nov. 3, 2025, November claims, a resolution setting 2026 meeting dates and a 2026 holidays calendar.
Council appointed Kevin Higginbotham to the five-member Weidner Airport Board after discussion about board composition and future grant obligations. The council also approved amendments to the fiscal-year 2026 budget to include supplemental appropriations from unanticipated revenues.
On procurement, staff recommended awarding a $58,675 contract to R and H Solutions LLC to repaint the Civic Center. After an initial motion to reject all bids failed, council voted to accept the single bid and proceed with the contract. Council approved Pay Application No. 5 from Darris Contractors LLC for WAG-23-02 wastewater treatment plant headworks in the amount of $139,639.79 following staff recommendation and inspection confirmation.
The council approved a settlement and acquisition of property from the Thomas J. Bart Bogle and Carolee Bogle revocable trust for $12,500 to secure marketable title for a planned water-detention pond, following counsel's explanation that the amount was negotiated to avoid litigation. The council also accepted the dedication of a portion of Southwest 15th Street from BW Gas and Convenience Real Estate LLC, noting the company will repave and place concrete at the truck egress point.
On personnel, the council moved to enter executive session under 25 O.S. § 307(B)(1) to discuss the employment of Eric Jones as city administrator; the motion to go into executive session was approved by roll call.
Outcomes and next steps: several items were approved by roll call during the meeting; staff were directed to provide corrected map/contact information related to economic-development materials and to schedule follow-up meetings as required.
