City staff suggested converting the reading into a formal resolution so Mr. Dixon would not have to read the entire text into the record; a staff member said the city clerk would prepare the item for council consideration.
No formal vote on the proposed resolution was recorded during public comment; the commentor asked staff to submit it to the clerk for placement on a future agenda.
