The Spokane City Council adopted Ordinance C36810 on final reading to implement state co‑living housing requirements (RCW 36.780.535). The ordinance passed 7‑0.
During the public hearing, Miller McSwain, who manages multiple coliving properties, praised the city’s approach for allowing coliving not only in six‑unit buildings (the state floor) but also in single‑family, duplex and triplex contexts. “I really just wanted to hop on here...and promote keeping that in there,” McSwain said, arguing that allowing room rentals in smaller properties helps rental affordability and can be a path to homeownership.
A member of the public representing Northeast Spokane and other commenters also said similar policies in other cities had narrowed room‑rental availability and that Spokane’s draft offered more flexibility. Council members thanked planning staff, noted the December 31 implementation deadline in the new state law and praised the ordinance as a tool to increase housing options.
Vote: Ordinance C36810 approved 7‑0.
