Consultant Paul Cash presented the 2025 demographic report showing slower housing starts but several active subdivisions and a projected modest enrollment decline over 10 years; construction staff updated trustees on Bond 2023 projects, noting progress and a July 2026 completion target for many sites.
Duncanville ISD trustees received two informational reports on Dec. 15: a 2025 demographic report from Zonda Demographics and a Bond 2023 construction update from district construction staff and partners.
Paul Cash (Zonda, formerly Templeton Demographics) reviewed housing starts, closings and student-yield metrics across the district. He noted limited new housing starts (41 starts through three quarters) but said closings (46) were higher than the prior year; active subdivisions and future plats totalled roughly 121 ready lots and more than 800 future lots in planning. Cash reported newcomers (1,438) and leavers (1,675) this year and projected a mid-to-low scenario of slow enrollment decline resulting in a district enrollment near 9,800 over 10 years absent a housing rebound.
Construction staff updated trustees on Bond 2023 projects (Central Fine Arts Academy, Smith Early Learning Academy, Duncanville High School). Presenters noted asbestos abatement and roofing work, progress in auditorium renovations, and that some areas are under roof; they said project activity will accelerate through mid-2026 with substantial completion expected by July 2026.
Both reports were informational; trustees asked follow-up questions about enrollment trend details, average daily attendance and staffing comparisons, and staff agreed to provide supplemental data as requested.
