Bradford County commissioners deny rezoning Z-25-10, approve budget amendments, contracts and project priorities

At its meeting, the Bradford County Board of County Commissioners denied a rezoning application and approved several routine but consequential fiscal and procurement items.
Rezoning: The board heard and then acted on an ordinance amending the county land development map for parcel 04216‑0‑00100 (owner listed in the record as Bright Burn Properties) and an application labeled Z‑25‑10. After reading the ordinance and taking public comment, Commissioner Reddick moved to deny the rezoning; Commissioner Andrews seconded. The chair called the vote and the motion to deny carried 3–2.
Procurement and projects: Staff reviewed an RFP for pest control and reported two responses: Knox Pest Control (responsive) and a second bid the review committee deemed nonresponsive because required elements were missing (company identification on the cover page, certification of insurance and multiple frequency options). The board approved the staff recommendation to award the contract to Knox Pest Control after a motion and second by commissioners Andrews and Reddy/Redick.
The board also approved a Department of Transportation project priority list for solicitation. Staff said the projects were the same as last year’s submissions and, if funded, any award would be scheduled for 2030. Commissioner Dorsey moved to approve the priority list; the motion was seconded and approved by voice vote reported as 5–0.
Budget amendments and resolutions: County finance staff presented budget amendments for fiscal year 2024–2025 and read a set of resolutions that increase revenue and expenditures to reflect new grants and revenue. Items read into the record included a $118,000 Florida DEP vulnerability-assessment grant; a $146,348 local-option fuel-tax revenue increase; a $645,161 road-department fund-balance carryforward; and multiple fire-rescue items, including a $128,520 hospital-wait-time revenue increase, roughly $309,118 for PEMT additional revenue (one line in the record listed $309,114), a $11,450 standby-services line, $21,290 in equipment-sales proceeds and a $135,000 EMS state grant for cardiac monitors. The board moved to approve the resolutions after staff readings.
Other business: The county manager sought consensus to let administrative staff expedite fire-assessment roll adjustments through the tax collector’s office; commissioners gave consensus. The manager announced a groundbreaking at Station 8 and an open house at Station 9 on Dec. 5 and said the county’s burn ban remains in effect until staff recommends removal. Commissioners used the closing portion of the meeting to discuss legislative proposals affecting property-tax revenue and to encourage strategic planning ahead of potential state changes to local revenue.
The meeting adjourned following routine commissioner comments and community reminders.
