Fort Myers Beach panel schedules public interview with Opulent Outlines for Bay Oaks pool rehabilitation

The Fort Myers Beach Selection Advisory Committee voted Dec. 9 to schedule a public interview with Opulent Outlines LLC to vet its qualifications to lead repairs at the Bay Oaks Community Pool after damage from Hurricane Ian.
Jason Freeman, the town’s deputy clerk, told the panel the request for qualifications, RFQ 26-02-AD, was advertised on DemandStar on Oct. 17, 2025, with responses due Nov. 18, 2025. "As of that time, the town received one set of qualifications, and that was received by Opulent Outlines LLC," Freeman said.
Freeman said the pool rehabilitation work would include engineering design, permitting and construction services and noted the project is funded in part or in whole by the U.S. Department of Housing and Urban Development’s Community Development Block Grant — Disaster Recovery (CDBG-DR) program.
For the record, Freeman announced the committee’s individual scores for the single proposer: "Tracy came in at 60. We had Jeff come in at 90, and Frankie come in at 90 for a total combined score of 240 out of 300," Freeman said. Committee members said they wanted to follow up with a public interview and presentation so they could confirm the firm meets the town’s requirements before the committee makes any recommendation to the town manager or the Town Council.
Frankie Kropaczek, community development director, moved to accept Freeman’s recommendations to schedule a public interview, and Freeman seconded the motion. Tracy Koller, deputy town manager, and Freeman voted "Aye," and the motion carried. The committee asked staff to request a 15–30 minute presentation — Freeman proposed 30 minutes — and to have each committee member prepare three to five questions to ask the firm.
Staff will post the meeting notice on DemandStar and attempt to hold the interview before the holiday break; if that is not feasible, the town will schedule the interview shortly after the New Year. The committee did not take any additional formal actions during the meeting.
