Staff (identified in the agenda and record as Shaw/Sean Wilkinson) summarized the agreement: Plain City is to adopt an ordinance approving the annexation no later than Jan. 31, 2026; once adopted the city will proceed promptly with required steps, acquire remaining property needed for the improvements, and the county will reimburse the city for acquisition costs and either complete or pay for the improvements within one year after the city notifies the county that acquisition is complete. Staff said the agreement was reviewed by Plain City’s mayor and city attorney and will be heard by Plain City Council later in the week.
A commissioner asked whether the county's approval was contingent on Plain City’s action; staff confirmed the county’s action was conditional and the interlocal would not take effect if Plain City did not approve the annexation ordinance. Commissioners then approved Resolution 56‑2025 by roll call.
Because Plain City must take a separate action, county approval is conditional; final implementation depends on the city’s vote, property acquisition, and then the county’s reimbursement and construction schedule.
