Eustis planning body transmits comprehensive plan update to city commission for state review

The City of Eustis Local Planning Agency voted Tuesday to forward a draft update of the city comprehensive plan to the City Commission for transmittal to state reviewing agencies.

The update, presented by consultant Ray Greer of Design West and introduced by Mike Lane, development services director, reconciles local plan elements with Florida’s Chapter 163 requirements and moves the planning horizon to 2046. Greer said the update reorganizes material, removes several nonrequired maps and relocates data-analysis content so the comprehensive plan itself is shorter and more closely aligned with statutes.

Why it matters: Transmittal begins a 60-day coordinated review by state agencies — including the St. Johns River Water Management District, Department of Environmental Protection, Department of State, Department of Education and Florida Department of Transportation — that can recommend changes the city must consider before final adoption.

Greer told the Agency the process is not adoption: "This is still just a draft. It's still transmittal. It won't become final until we bring it back for adoption." He described the consultant workflow as checking each element against statutory checklists and said some material was moved to the data-analysis appendix to meet statute and improve readability.

During discussion, a resident, Cindy Newton of unincorporated Eustis, asked staff to review data tables in the appendix that she believes contain swapped columns and inconsistent projected water and sewer figures. Greer and staff acknowledged the written comment and said staff included responses in the city commission packet; they pledged to review table headers and any apparent data mismatches prior to final adoption.

Commissioners debated whether to table the transmittal to allow more review time or forward it now. Staff warned that until transmittal and state review are underway the city cannot assign future land-use designations for annexed properties, which can delay annexation-dependent applications. The Agency voted to transmit; roll call recorded Ayes from Miss Lee, Mister Aspadi, Mister Ashcraft and Chairman Hawkins.

Next steps: After the Agency and City Commission transmit the draft, state reviewers have 60 days to provide coordinated comments. The City will review those comments, make necessary revisions and return the proposal to the Commission for eventual adoption. The document remains a working draft until final action.
