Eustis commission approves rollovers for Coolidge, North Shore culvert and cemetery projects, defers remainder

Commissioners said they wanted more transparency on the full list of carryover items but were persuaded by staff that Coolidge and certain storm repairs are time‑sensitive. Commissioner Aspadi pushed staff to provide purchase orders and suggested a workshop; Commissioner Mike Hall warned against delay that could jeopardize grants and bid prices.
Staff identified four accounts tied to Coolidge (totaling several million dollars) and said the North Shore culvert has an appropriation and engineering underway. The motion approved a modified exhibit to the rollover resolution (25‑93) that removed the non‑urgent projects and left the three identified items for immediate carryover; the remainder of projects will be considered at a publicly advertised workshop on Dec. 12 following a budget/strategy meeting with an outside adviser.
By roll call the motion to approve the modified carryover for the Coolidge project, culvert and cemetery carried unanimously (Commissioner Holland — Aye; Commissioner Lee — Aye; Commissioner Asbodie/Aspadi — Aye; Vice Mayor Ashcraft — Aye; Mayor Hawkins — Aye).
What happens next: staff will circulate a revised exhibit listing only the approved accounts, begin necessary encumbrance paperwork so contracts can be executed, and schedule the workshop to review the remaining projects in detail.
Budget details and context: staff said roughly $2.3 million was already encumbered on issued purchase orders and that a further $11.5 million represented planned, unencumbered projects across multiple funds. The approved subset covers the projects staff said risked losing low bidders or grant funding if not carried forward.
