Sheboygan City’s Public Works Committee on Monday approved a slate of infrastructure contracts, a pedestrian grant authorization and a vendor permit while tabling one donation resolution for legal review.

The committee approved contracts for sanitary sewer repairs with David Tenner Corporation, and concrete pavement repairs with Cornerstone Pavers LLC. Officials said the sewer work targets three failing locations identified by staff; the low bid for that contract was about $92,000. The pavement work will address priority concrete segments on Mead and Wilson avenues.

Council members also approved a design contract with Donny Yu and Associates Inc. to replace an aeration blower at the city wastewater treatment plant and authorized a study contract with Strand Associates to assess factors for any future plant expansion. Staff said the plant serves Sheboygan and neighboring municipalities and noted much of the facility dates to mid-20th century construction.

The committee authorized submission of a Wisconsin Department of Transportation Transportation Alternatives Program grant application for pedestrian improvements on Lake Shore Drive between Ashland and High Streets and designated the director of public works as the city’s authorized representative for the application.

A vendor permit agreement was approved to allow Tributary Beer Garden LLC to operate a beer garden concession in Kiwanis Park. Jacob Bridal, a co-owner, told the committee the business will “focus primarily within our region” while rotating a variety of craft beers and partnering with local food trucks.

One item did not move forward: a resolution to donate a 2005 Kawasaki UTV to the Elwood H. May Environmental Park Association was tabled after Administrator Bradley raised legal concerns about donating city-owned property to a nonprofit. Bradley asked staff to prepare an alternate resolution and return it for consideration.

The committee voted on each item during the session; motions were approved by recorded voice vote with the chair casting tie votes where noted. The committee set its next meeting for Dec. 22, 2025.
