The Otter Creek Communication Union District governing board on Nov. 19 adopted a revised financial procedures policy and updated its bylaws, and approved several administrative items including warrants and the Aug. 20, 2025 minutes.

Members also approved minor bylaw changes to align internal titles with statutory language (replacing “secretary” with “clerk”), to add an explicit process allowing towns to withdraw as member towns and to permit delegation of duties as described in the new financial procedures.
