Westminster council approves budget amendment on first reading and adopts pay-plan resolution

Councilor DeMott moved to pass Council Bill 53 on first reading, describing it as an amendment to the 2026 adopted budget that authorizes a supplemental appropriation from estimated 2026 revenues. The motion was seconded and the clerk conducted a roll-call vote. Councilor Carmela, Councilor DeMott, Councilor Rosati, Councilor Hot, Mayor McNally, Mayor Pro Tem Narmela and Councilor Ireland voted yes and the motion passed 7–0.
Shortly afterward, Councilor Demont moved to adopt Resolution 22, a separate action amending the 2026 pay plan; that measure likewise passed on a 7–0 roll-call vote.
City staff said the special meeting was called to address a shortfall related to a matter referred to throughout the meeting as “3 H,” and that passing Council Bill 53 would allow staff to align appropriations with the council’s direction. Mayor McNally adjourned the upstairs special meeting at 6:37 p.m. and the council moved to the Colorado River Room for its scheduled study session.
What happens next: Council Bill 53 was approved on first reading; as with other ordinances and budget amendments, further readings or actions may be required under Westminster procedures before all appropriations take full effect. The pay-plan amendment adopted via Resolution 22 takes effect according to the terms set in the resolution and any implementing staff actions.
