The City Commission adopted a resolution approving the Friendship Village of Kalamazoo project plan and its associated bonding recommendation after staff and outside counsel confirmed that the bonds would be payable solely from Friendship Village and would not be an obligation of the city or Economic Development Corporation.
Bobby Boyd, Economic Development Supervisor, said the project is a redevelopment for a senior housing community on Drake Road and that the EDC had previously recommended approval. Steve Frank of Miller Canfield confirmed the city and EDC would not be liable for repayment; the bonds would be secured by Friendship Village's funds and other security.
The consent agenda included a number of contracts and housing program actions the commission approved by roll call: contract extensions for health care management services (Mercer), laboratory services (Trace Analytical), utility billing vendor (Kent Communications), a Tetra Tech contract change order for central water treatment plant upgrades ($476,400), a $588,959 purchase of 350 mechanical filtration units with Gordon Water Systems, park improvement funding of $68,161 from a historic park sale account, and a time extension for the Local Initiatives Support Corporation's 2023 rental rehabilitation program. The consent agenda also included a 50‑year 4% pilot agreement for a Cal Recovery limited dividend housing association to create 48 housing units at 333 East Alcott Street.
Motions were made and seconded; roll call votes recorded unanimous approval for the consent items and the Friendship Village resolution. Commissioners noted these housing items as part of longer‑term efforts to create subsidized and recovery housing in Kalamazoo.
