The council devoted a substantial portion of its Nov. 18 meeting to tributes for three outgoing council members: Jerry Bittner, Robert Warden and Brian Jackson.
Residents and council colleagues offered thanks and anecdotes. Richard Woodruff opened public comment by thanking the three for long service and community contributions. Council members and the city manager recounted the departing members’ roles in economic development, recreation, long-term projects and advisory boards.
Staff presented a "One City Moment" slideshow that traced decades of service and highlighted projects including Jacksonville Station, Welcome Home Council efforts and other civic initiatives. Speakers repeatedly praised the departing members’ institutional knowledge, leadership and community partnerships.
Remarks were largely ceremonial and appreciative; no policy decisions were taken as part of these recognitions. The meeting concluded after reports and final motions to adjourn.
