State board grants Mississippi Bend AEA full approval for paraeducator program, adds ESL pathway

The Iowa State Board of Education voted to grant full approval to Mississippi Bend Area Education Agency's paraeducator preparation program, including a new English-as-a-second-language (ESL) endorsement, extending authorization through 2032.
The board approved the recommendation after a desk review presentation by Lindsey Harrison of the department's educator quality team and comments from Mississippi Bend consultant Heather Whitman. Harrison told the board the review assessed the program against state standards in the areas of organization and resources, diversity, faculty qualifications, assessment and clinical practice and found the program aligned with state requirements.
Harrison said the desk review found the program provides strong structural support for clinical placements, equitable distribution of resources and sound use of advisory partnerships. Whitman, speaking for Mississippi Bend, described the program's inclusive coursework and hands-on clinical experiences, and said the addition of an ESL concentration aims to better prepare paraeducators to support English learners.
Board members asked about the desk-review methodology and distinctions between desk and on-site reviews. Department staff explained the desk-review approach is typical for paraeducator program reviews and that on-site visits occur for other preparation programs. The department confirmed it will continue to monitor implementation and participants' outcomes.
The board moved and seconded the department's recommendation; the motion carried by voice vote. The approval includes the ESL endorsement pathway as part of the program's scope.
Next steps include continued monitoring by the department and public posting of program resources and any required follow-up reports to ensure the program sustains compliance with state standards.
