Council reconsiders and adopts amended purchasing ordinance after procedural omission; grants immediate effect

Council member Hussain explained the council had inadvertently omitted the enacting clause "the city of Lansing ordains" from an ordinance adopted Oct. 13 that contained multiple purchasing and competitive-bidding adjustments. Citing charter requirements (section 3-302), Hussain moved to reconsider and to adopt an amended ordinance that restores the required enacting clause.
Hussain framed the motion as procedural and said the omission was small but legally important. Council then voted on reconsideration and on the amended ordinance. A roll-call vote recorded seven ayes and one nay (Council member Jackson maintained his previously stated "no" vote), and the ordinance was adopted.
Members asked whether adoption would be effective immediately. City staff explained the typical publication process: the city uses the Lansing City Pulse for statutory publication and, to account for the mayor’s veto period, publication and formal effective dating often fall about nine days after adoption when immediate effect is requested. After the staff explanation, the council voted to give the ordinance immediate effect.
Vote tally: the amended ordinance passed by roll call, 7–1. The council recorded no additional emergency exceptions during the meeting.
Next steps: staff will publish the ordinance in the city’s newspaper of general circulation and follow the publication timeline for immediate effect.
