Commission offers first reading on rezoning but delays hearing date after public push for larger venue

The Commission offered an ordinance for first reading on Dec. 1 to rezone an 18-acre parcel at 4301 Stadium Drive from residential (RM-15/RS-5) to community commercial, but commissioners amended a motion to remove a scheduled public hearing date so staff can evaluate venue accessibility and notification options.
Assistant city planner Bobby Durkee summarized the request and explained the Planning Commission held a Nov. 6 hearing and recommended denial. Multiple members of the public urged the commission to hold the public hearing in a larger venue with improved accessibility and clear notification: Tom Howes and other speakers noted the November Planning Commission meeting drew standing-room crowds and asked that staff include comprehensive summaries of public participation in future staff reports.
Commissioners discussed alternatives including moving hearings to a larger civic space (library Van Duzer room or other venues), improving live-stream and call-in options, and reinstating phone-in public comment during City Commission meetings. Vice Mayor Duncan expressed support for restoring call-in access so those unable to attend in person can participate. Attorney Liao and staff confirmed the commission could offer the ordinance for first reading without setting the hearing date and could amend the schedule later.
Following debate and an amendment (removing the scheduled Jan. 26 hearing date from the motion), the Commission voted to offer the ordinance for first reading only; staff said they will return with venue logistics and consider whether to reschedule the hearing at the Dec. 15 meeting.
Public commenters who opposed the rezoning reiterated environmental and buffering concerns around Asylum Lake and asked that staff and commissioners honor the Planning Commission’s analysis. Josh Kaiser with the Silent Lake Preservation Association and other residents said the southeast corner of Stadium and Drake is critical to nearby wetlands and stormwater management.
The first-reading motion passed by roll-call vote; scheduling of the public hearing was deferred so staff can explore accessible venues, live-streaming and notification plans.
