Planning commission approves California Teachers Association office permit in north Fresno

The Fresno City Planning Commission voted to approve development permit application P25-01440 and its associated environmental finding for an 8,000-square-foot office and training facility for the California Teachers Association (CTA) on a roughly 2-acre parcel at the southeast corner of East Hernan Avenue and North Fresno Street. Steven Ling of the planning and development department presented the staff recommendation and the commission approved the motion on a voice vote.
Staff said the site is currently undeveloped and planned and zoned for office uses; the proposal includes an 8,000-square-foot building, training and conference rooms, 41 parking stalls and on- and off-site improvements such as parking, landscaping, curb and sidewalk work. "This application was submitted by RMW Architecture on behalf of the California Teachers Association, and pertains to 2 acres," planning staff said during the presentation.
Applicant representatives David Crawford and Elizabeth Frizzell told the commission the project would expand the CTA’s Fresno chapter facilities to provide administrative office space, a training room with roughly an 80-person capacity and a public-facing office for member services. "The main purposes of the facility is the training room, which will be used for training teachers and also be the venue for their monthly meetings," Crawford said when describing operations.
Commissioners asked clarifying questions about how often the training space would be used and whether CTA currently maintains a Fresno office; staff and the applicant said CTA has a local presence and expects occasional training and membership meetings (roughly monthly and several training sessions annually). No members of the public spoke in support or opposition during the hearing on this item.
The commission’s approval sends the decision forward as appropriate under the Planning Commission’s authority and allows the applicant to proceed with project-level permits and on-site improvements required by the development permit conditions.
