Council advances University Boulevard Corridor Plan as amended after debate on displacement and transit details

The Montgomery County Council on Dec. 2 took a straw vote to advance the University Boulevard Corridor Plan as amended, after a detailed staff presentation and council debate on community facilities, historic resources, burial-site inventory, racial equity and social justice measures, and implementation language.

Planning staff reviewed chapters 9–12 and proposed edits requested by the Planning, Housing and Parks Committee. Council members discussed a series of targeted amendments: adding displacement-tracking metrics to the plan’s racial equity and social justice chapter, restoring language encouraging adaptive reuse of historic properties, and inserting text to promote the viability of existing local businesses in the plan’s implementation section. Planning staff noted data limits for direct tracking of resident race or ethnicity at the parcel level and recommended aggregate indicators and “factors that could indicate displacement” where necessary.

Council Member Mink offered an amendment to remove overly prescriptive language about a specific BRT lane configuration on Route 29; the body agreed not to lock in a final design pending further CIP and T&E committee work. After accepting several small changes, council members held a straw vote to advance the plan as amended; the motion passed by majority with recorded opposition from at least one member.

Staff will post a revised resolution with the accepted changes and return the plan for final action at the council session on Dec. 9, 2025.
