Norwich Council approves package of resolutions, budgets and appointments; schedules Dec. 15 water‑project hearings

The Norwich City Council on Nov. 17 approved a slate of resolutions, budgets and appointments and set public hearings for Dec. 15 on two proposed water‑infrastructure ordinances.
The council unanimously adopted several consent items and resolutions, including a letter of appreciation from the Sandisfield (Mass.) Fire Department and the minutes for Oct. 6 and Oct. 20. It voted 7–0 to authorize the city to participate in a cost‑sharing concrete sidewalk program and later scheduled public hearings for Dec. 15 on two ordinances proposing bond‑funded work: an increase from $2 million to $3 million for a tank aeration mixing system at the Stanley Israelite Business Park, and an increase from $2.4 million to $5.2 million for planning, design and repair of the Yantic Water Tank.
The council also approved grants and project actions related to waterfront and economic development. City staff and community development leaders will pursue reimbursements and additional CIF (Community Investment Fund) grant funding for the Norwich Waterfront Revitalization Project and the Occam Industrial Center. Kevin Brown, president of the Norwich Community Development Corporation, said approving the paperwork will allow the city to seek roughly $6,550,000 in reimbursements for waterfront work already underway and pursue additional funds for Lower Broadway.
On fiscal matters the council authorized the Norwich Golf Course Authority to expend up to $1,588,207.50 in calendar‑year 2026 funds drawn from the authority’s operations and available balances. Todd Posler and Bob Maloff, representing the golf authority, asked the council for support; Alderman Bettencourt praised the operation’s self‑supporting finances and recreational value. The resolution passed 7–0.
The council also handled appointments: Paul Schroeder was reappointed to the Personnel and Pension Board; Lori Ann Massur was appointed to the Fair Rent Commission; Ella Miles was reappointed to the City Plan Commission and several alternates were named. The Commission for Persons with Disabilities and the Senior Affairs Commission saw reappointments and an amendment adding a name to the senior roster. All those items were approved by recorded roll call votes.
