At its meeting, the Lancaster City Council approved consent calendars and moved through two public hearings, recording formal votes on multiple items.
The council approved the housing authority consent calendar items HACC 1 and HACC 2 by motion and unanimous vote. Two consent calendar items (CC6 and CC7) tied to Avenue J Interchange and 20th Street improvements were pulled after a council member recused themself because of nearby property ownership; council subsequently approved CC6 and CC7 with Councilman Mann recorded as abstaining on the final vote.
During public hearing PH1, council opened the hearing, waived the staff report and voted to introduce Ordinance 1144. In PH2 — a community facilities district (CFD) annexation — the clerk opened and tallied ballots received for the annexation; one ballot was received, counted and the district measure carried. Council adopted the related resolutions 2565 and 2566 by motion and unanimous vote.
No closed session action was reported at this meeting. The council set the next meeting for Tuesday, Dec. 9, 2025 at 5 p.m. and adjourned.
