Council accepts multiple health and housing grant insertions; asks how services will be distributed across wards

At its Nov. 25 pre-meeting Newark councilors reviewed a package of grant insertions and asked how the city will distribute services equitably across wards.
Councilman Kelly asked how sickle cell funding would be allocated across wards and whether residents would be able to access specialists in their own neighborhoods. “How what is the equity when it comes to dispersing that between the wards?” he asked.
Katelyn (identified in the meeting as director of health) said the funds are awarded to the Newark Department of Health and will be used to work with federally qualified health centers and hospitals to expand capacity and training. “These funds are awarded to the Newark Department of Health, but part of our charge and our mission is to work with the other federally qualified health centers in the city to support increasing capacity… and provide training and support to enhance the capacity of providers across the city to meet the needs of people living with sickle cell disease,” she said.
Councilman Ramos pressed for reestablishing an ad hoc CDBG committee to consider opening CDBG application opportunities to nonprofits. The administration asked the clerk to compile historical committee data and said it would follow up offline and with HUD guidance.
Other grants on the docket included HRSA awards for workforce and nurse‑practitioner programs, Ryan White HIV services funding and a 2026 homeless housing and services allocation. Council members asked for details on distribution by ward and for EHD and the health department to return with specifics.
Next step: Administration and departmental staff will provide the ward‑level distribution plan and historical CDBG committee materials for council review before the next meeting.
