Anacortes City Council on Dec. 15 approved Resolution 31 98 authorizing the city to execute a tentative collective bargaining agreement with Teamsters Local 231 covering Jan. 1, 2026–Dec. 31, 2028.

City labor staff told the council Teamsters is the city’s largest bargaining unit, representing about 98 employees across multiple departmental roles including fiber, finance, library, municipal court, museum, parks and public works. Bargaining began in September 2025 and a tentative agreement was reached Nov. 21; the union membership ratified the contract on Dec. 4.

Key economic items in the packet included wage adjustments, meal reimbursement for unscheduled emergency overtime, SCADA call‑out pay, on‑call pay adjustments for wastewater operators, a boot allowance for maintenance technicians and increased CDL reimbursement. Staff presented a first‑year cost figure of about $1,092,000 and a cumulative three‑year cost estimate of approximately $2,260,000. With council approval, staff intends the agreement to take effect Jan. 1, 2026.

Councilmember McDougall moved to adopt Resolution 31 98; the motion was seconded and passed by unanimous roll‑call vote.
