Carrie Taylor, human resources manager, presented proposed amendments to the city’s personnel ordinance to align observed holidays with the 4-day City Hall workweek. Taylor explained the proposal provides a 10-hour floating holiday for employees on a regular 4-day schedule when certain holidays fall on days they would not otherwise work, clarifies how holidays that fall on weekends will be observed for both 5-day and 4-day employees, and limits floating-holiday accumulation to 12 months.
Taylor said the change is intended to create equity between employees working different schedules and to maintain a consistent 40-hour workweek while recognizing different shift patterns. Council opened and closed the public hearing with no public comments and voted to adopt the amendments as presented.
Councilors asked questions about equivalency between 8-hour and 10-hour holidays and about collective bargaining agreements; Taylor and staff confirmed that union contracts and the personnel ordinance together determine final pay treatment for represented employees.
