Representatives from Crosby ISD’s long-range planning team presented the results of a five-meeting community engagement process and recommended “Package B” as the district’s preferred bond project package.
Donna Davenport (committee member) and others described the committee’s work: reviewing enrollment growth, the district facility condition assessment, project cost estimates, tax-rate impacts and potential bond packages. The group considered three packages; package B narrowly beat package C in the voting and then won a runoff. The team recommended that the marching band pad be placed on a separate proposition to avoid perceptions of frivolous spending and to maximize chances of bond passage.
Package B, as presented, addresses growth (land acquisition for a future middle school and options for elementary capacity), safety and security improvements (alarm systems, cameras, secure entrances), modernization and alignment projects including a 5- and 10‑year technology/device replacement cycle, roof and HVAC repairs and new buses, and site improvements to traffic and parking. Financial estimates from the district’s advisor showed the tax impact for package B would be less than $1.50 per month on the average Crosby ISD home (presenters cited about $1.47 monthly and roughly $18 per year).
Trustees asked whether the committee had the district facility report referenced earlier; presenters said the committee had not received that full report but did tour campuses and reviewed financial and demographic materials. The committee emphasized that the board retains final decision authority and that this recommendation is advisory.
Next steps: the board will consider the committee’s recommendation when weighing potential bond propositions and may request further analysis (including reviewing the facility report) before taking action.
