On a resident request about a 4‑way stop at Tyler and Gay (Tuller area), Engineer Mertens said a 4‑way stop is not appropriate because traffic on conflicting approaches is not balanced; he recommended incremental measures (pavement marking, signing) and suggested a beacon system would likely be a more suitable long‑term solution.
Alderman Erickson reported back on the library's fine‑free policy after speaking with Library Director Hardina Wilhelm: 20 of 29 Winnefox libraries are now fine‑free, Winnebago County libraries are fine‑free, and Neenah adopted the policy in 2022. Erickson said the city likely would have lost over $130,000 in funding from Outagamie County if it had not gone fine‑free; the library continues to charge for items not returned after 30 days and no refunds are issued for payments later rescinded by patrons who find items.
Alderman Palmeau provided a brief note on Tuller Road drop‑off punch cards (work in progress with anticipated availability in 2026) and Clerk Nagel reminded council that the draft public engagement report for the 2026–2029 strategic plan will be reviewed after budget season. The mayor asked department heads to bring actionable items to an upcoming meeting so the strategic plan can include measurable actions for council consideration.
