The Neenah Common Council on Dec. 3 approved a term sheet to facilitate construction of a mixed‑use development on the 1300 block of South Commercial Street, a project the finance committee said will include workforce housing and commercial space.
Vice Chairman Alderman Erickson moved the committee recommendation; the full council voted 9‑0 to approve the term sheet. The proposal was presented to the council after a developer representative, Julian Walters of Imminent Development Corporation, introduced the project during the public forum and described a plan with townhouse and stacked‑flat residential units behind a mixed‑use frontage intended to reactivate the commercial corridor.
Supporters said the development advances the city’s housing objectives and can leverage city resources, including potential CDBG or non‑TIF capital improvement funds, if the city participates in property acquisition. Alderman Paul Knoll called the project “phenomenal” but flagged concerns about purchase price leverage and asked whether the city would use assessed value limits or other thresholds in negotiating property purchase. City staff said they have had prior conversations with the property owner and that any city purchase would be processed through the appropriate committees.
There was no formal vote on a purchase at this meeting; the council approved the term sheet to allow further negotiation and committee review. Next steps identified in committee reporting include follow‑up negotiations between staff, the developer and the property owner and review of financing sources and site plans at subsequent committee and council meetings.
