Finance committee recommends approvals for street, pavement and arboretum contracts and amendments

The Finance Committee on Dec. 1 recommended several contract modifications and bid awards related to transportation and parks projects.
Tom Cobbs, city engineer, presented Contract Modification No. 1 to Contract 8046 with Ayers and Associates for the 19th Street drainage and intersection improvements. The change adds limited roadway profile modifications, upsized storm sewer inlets, and lighting for the bridge; the change order amount is $63,150 and staff recommended approval.
City Construction Manager Doug Klon presented Contract Modification No. 1 to Contract 8213 with Z and Z Seal Coating for the 2025 crack-seal project. An estimating error left the project short of the intended mileage target; the recommended modification of $189,000 will increase the project to reach the program’s annual goal and maintain the pavement-management schedule.
For the High Plains Arboretum (head house, greenhouse and lathouse), Jason Sanchez (Community Rec and Events) presented a low responsive bidder, Bighorn Contracting LLC, for $2,366,424 funded by a Wyoming State Parks and Cultural Resources Arboretum Grant; the committee recommended awarding the contract to the low bidder.
Sanchez also presented a low responsive bid from Rockies Environmental and Demolition Services for abatement and demolition work tied to the Arboretum grant (low bid $148,001.75). Staff noted a scrivener’s error on the memorandum that included the word “irrigation”; the committee adopted an amendment removing that word and then recommended approval of the contract as amended.
All of the above items were recommended to the City Council by the committee for final action.
