Resident tells Mount Pleasant zoning board the master plan can limit special-use approvals

Joseph Carion, a Mount Pleasant resident, challenged comments he said were made at the board's Oct. 22 meeting, saying a transcription of a board member’s remark—"the zoning ordinance is the legal determiner. The master plan is aspirational"—had been used to limit debate about a local gas station project. Carion spoke during public comment on Nov. 19, 2025.
Carion argued that the zoning ordinance itself imposes additional, binding criteria for special-use and special/regulatory projects and that those criteria explicitly require consistency with the currently adopted master plan. He cited ordinance page references and said the planning commission has authority to impose extra requirements to ensure compatibility with the master plan for review criteria 2 and 3.
"The main reason I'm bringing this up is my entire public comment was showing all the violations Chris made in our master plan," Carion said, adding that certain site restrictions—such as white wayfinding signage and a mixed-use designation on the master plan—warranted additional conditions. He said the planning commission failed to apply the proper additional requirements for compatibility and that the board’s framing at the prior meeting curtailed a fuller debate of those alleged violations.
Carion did not request a specific remedy at the Nov. 19 meeting, and no board member offered an on-the-record response to his claims during the public-comment period. The board closed public comment after Carion finished. The transcript records his objections to how the prior discussion affected deliberations on the gas station project but shows no follow-up direction from the board at this meeting.
