The Oldham County Board of Adjustments approved a conditional use permit on Nov. 20 to allow a manufactured home on a 16.57‑acre parcel in the 3700 block of East Highway 42 in Pendleton.
Vincent James Booth, the applicant, told the board he bought the property and the new factory‑built house from Clayton Homes to provide an immediate, affordable residence for his family while he plans a future permanent house. "I purchased this property, 16.57 acres," Booth said. He described the unit as "roughly 2,000 square feet, 4 bedroom, 2 bathroom." Booth said the home is sited in a flatter portion of the lot and that Clayton Homes will place it on a permanent foundation and complete connections.
Senior Planner Anna Barge summarized the file for the board, noting the parcel is zoned R‑2 and that the county’s manufactured‑home regulations require a conditional use permit under the current ordinance. Barge told the board the application packet included a survey, photos, and a proposed site placement and she recommended conditions ensuring compliance with the county’s manufactured‑home standards and with any required building permits and inspections.
Planning staffman Ryan reminded members that county decisions must be made under regulations in effect today. He also told the board that a recent session of the General Assembly changed state law to limit differing local rules for manufactured homes and that county regulations will need revision by June 2026 to conform to that law. "Manufactured homes now cannot have any other rules that you don't apply to a normal single family residential built home," he said, noting staff will present necessary rule changes next year.
Board members asked technical questions about orientation, egress and visibility. Staff and the applicant confirmed the main entrance could be oriented to face the road as required and that the proposed placement sits about 1,700 feet from the highway and would be minimally visible, especially when trees are in leaf.
Two family members — Elizabeth Lynn Grassi and Anthony Grassi — spoke in support of Booth’s request, saying portions of the property have long been held by family and that approving the permit would let relatives occupy portions of the land. During the board discussion a member emphasized the county’s need for more affordable housing, saying, "we need more affordable housing in the county."
A motion to approve OC‑25‑048 was made by a board member (transcript: speaker 7) and seconded by Laura (the board secretary). The board carried the motion; the chair announced the applicant was approved. The approval includes the stated conditions that the CUP apply only to the application considered at the Nov. 20, 2025 hearing, that the applicant comply with Oldham County manufactured‑home standards (Oldham County zoning section 250‑080) and that the applicant obtain all necessary building permits and inspections prior to occupying the home.
