Board member Tad Shrantz moved to approve the July 7 minutes; the motion was seconded by Zach LaRoy and carried without dissent. The board also briefly promoted LaRoy from alternate to a voting member for the duration of the meeting so the panel could act on procedural items.
The first hearing introduced was ZBA2025-07, brought by petitioner Kevin Barela of the Colonial Theater for a variance to allow an electronically activated, changeable-copy sign at 95 Main Street under article 10.3 of the city's zoning regulations. City staff told the board the applicant requested a continuance to allow a five-member board to consider the application. Board member Zach LaRoy moved to continue the application; the motion passed unanimously. During that exchange, board members discussed a "date certain" for the continuation; speakers referred to both Sept. 2 and Sept. 8 in the record and staff said they would confirm the specific date.
The board then took up ZBA2025-08, an extension request for a special exception granted on Aug. 7, 2023, for property at 147 Main Street (tax map 584-060-000-000). City planner Evan Clements told the board the applicant, represented by Timothy Sampson of Sampson Architects, requested a continuance to the Sept. 2 meeting so a full board would be present. Board member Tad Shrantz moved to continue the application to Sept. 2; Zach LaRoy seconded and the motion carried unanimously.
Chairing remarks at the start of the meeting noted that hearings and materials are broadcast on the City of Keene YouTube channel and posted on the city website. The board also recorded that application ZBA2025-09 had been withdrawn and required no further action.
The meeting closed after the board reported no new business or staff updates; the presiding officer said attendees would be contacted about the confirmed date for the Colonial Theater continuance.
