The Cheyenne City Council approved a professional services agreement with HDR Engineering to produce a compost operations plan at a corrected not-to-exceed amount of $93,580.
Public Works staff explained the plan is not site-specific but will examine operations (mixing, turning, temperature control, product testing) and consider what is required if the city elects to relocate the compost facility; staff said the operation typically needs roughly 18 acres. Councilmembers pressed staff on whether the plan would account for co-location with the transfer station (which DEQ said would allow permit consolidation) or for moving to alternative sites and asked how much of the plan could be reused if the location changes.
Councilmember Layborn and others expressed concern that spending the planning dollars without a clear site choice is premature; others supported long-range planning to improve efficiency and reduce odor and operational concerns.
The professional services agreement was approved by voice vote with several members recorded as opposed; staff said the plan will inform future site selection and operations.
